CeCe is actually part of the group of penguins who are putting together the Ultimate Jam, along with the Penguin Band, Cadence, and Rocky. It is mentioned that Cadence and her are actually good friends. It seems she is new to the island, as she does not know what a Puffle is according to her mascot scripts.
